        The National Development and Reform Commission and the National Energy Administration released the "Implementation Opinions on Promoting the High-Quality Development of Energy with 'Artificial Intelligence+'" on September 4, 2025, aiming to promote the deep integration of artificial intelligence with the energy industry to support the high-quality development and high-level security of energy. Its core content can be summarized as follows:

General requirements


       The "Implementation Opinions" emphasizes seizing the major strategic opportunity of artificial intelligence development, highlighting the application-oriented approach, taking the expansion of deep integration application scenarios as an important support, and taking the improvement of the level of artificial intelligence innovation and application technology in the energy field as the main direction. Its fundamental purpose is to improve the safety, reliability, and flexible and efficient operation capacity of the energy system, to ensure the safe and stable supply of energy and the green and low-carbon transformation, and to provide strong support for the construction of a new energy system.

Phased goals


The 《Implementation Plan》 sets two clear phased goals:

       By 2027: The goal is to initially build an innovation system for the integration of energy and artificial intelligence. This includes promoting the in-depth application of more than five professional large models in the power grid, power generation, coal, oil and gas industries, mining more than ten key demonstration projects that are replicable, easy to promote and competitive, exploring hundreds of typical application scenarios to empower paths, cultivating a number of R&D innovation platforms, formulating and improving more than one hundred technical standards, training a number of composite talents, and exploring the establishment of a financial support system.

      By 2030: The goal is to achieve a world-leading level of AI-specific technologies and applications in the energy sector. The mechanism of computing power and electricity synergy is further improved, AI technology is empowered across fields, industries, and business scenarios, and breakthroughs are made in areas such as intelligent regulation of power, intelligent exploration of energy resources, and intelligent prediction of new energy. A number of world-class R&D innovation platforms and composite talent training bases are formed.

Key tasks and application scenarios


       The key tasks are deployed around the scenarios empowerment and key technology supply, and the key tasks for the development of integrated applications are clarified and specified in the form of a column, involving more than a hundred specific scenarios.


Accelerating the empowerment of energy application scenarios: The system has deployed eight major application scenarios:


AI+power grid:such as intelligent planning of power grid, dispatching operation, intelligent operation and maintenance of equipment, etc.

AI+New Energy Business Model:Such as virtual power plant precise control, green hydrogen intelligent optimization, and park intelligent carbon reduction, etc.

AI+New Energy:Such as accurate prediction of new energy power, intelligent operation and maintenance of remote stations, etc.

AI+Hydroelectric power:Such as intelligent hydropower engineering construction, meteorological and hydrological joint prediction, etc.

       In addition, it also includes artificial intelligence + thermal power, nuclear power, coal, oil and gas, etc.



Increase the supply of key enabling technologies: build a support system around the three major directions of data, computing power, and algorithms:

Strengthen the data foundation:Accelerate the formation of high-quality data sets in the energy field, and ensure data security.

Strengthen computing power support:Build a collaborative development mechanism that deeply integrates computing power and electricity.

Elevate the basic capabilities of the model:Promote the integration of AI and energy software, and break through the bottlenecks of green and low-carbon technology.

To ensure the effective implementation of the "Implementation Plan", the following measures will be taken:

Strengthen the organization and implementation:Strengthen the overall coordination and establish and improve the long-term working mechanism.

Strengthen the synergy between industry, education, and research:Identify high-value scenarios and encourage the construction of high-level R&D innovation platforms and innovation alliances.

Accelerating the transformation of scientific and technological achievements:Exploring the construction of industry-level artificial intelligence application testing platforms, selecting benchmark scenarios and cases, and encouraging institutional and mechanism and business model innovation.
