      In January 2026, the Sichuan Provincial Department of Economy and Information Technology officially issued the "Key Fields and Directions of New Industrial Race in Sichuan Province", which clearly listed "Vanadium Redox Flow Battery Energy Storage" as one of the 25 key fields of the new industrial race. This is another key move in Sichuan's continuous policy reinforcement in the field of new energy storage, marking the further consolidation of the position of vanadium redox flow battery industry in the provincial strategic layout and a clearer development path.

      Sichuan Province's support for the vanadium battery industry was not a one-time effort, but rather a comprehensive support system that built from the top down to the specific implementation through a series of closely connected policies. 

- In May 2024, six departments including the Provincial Economic and Information Commission jointly introduced the country's first provincial-level special policy for the vanadium battery industry - the "Implementation Plan for Promoting the High-Quality Development of Vanadium Battery Energy Storage Industry". This plan further clarified the development goals of the industry: to be among the forefront of the country in terms of technical level and innovation capability by 2027, and quantitative indicators were proposed for the production capacity of key materials and components.

- In July 2025, the Provincial Government Office issued the "Implementation Plan for the Development and Expansion of Emerging Industries and the Accelerated Cultivation of Future Industries", which included all-vanadium flow batteries as a key focus in emerging industries, emphasizing technological innovation and commercial applications.

- In August 2025, the provincial government, in the "Several Opinions on Deeply Promoting the New Round of Major Mineral Resources Exploration and Breaking through the Strategic Action to Promote High-Quality Development of Mining Industry", once again emphasized the need to coordinate the guarantee of resource elements and promote the cluster and large-scale development of vanadium battery energy storage industry. 

      The release of the latest notice in 2026 is a reiteration and focus on the existing policy direction, indicating that the status of vanadium batteries as a "new industry track" has been institutionalized and normalized, and is bound to continue to receive resource bias and development momentum.

      Sichuan province has initially built a relatively complete industrial ecological chain of "vanadium resources-materials (electrolyte, electrode, bipolar plate)-stack-system integration-scene application", and has formed industrial clusters with their own emphasis in Leshan, Panzhihua and Neijiang, which have the basic conditions for large-scale development.

      The latest policy clarifies that Leshan, Panzhihua, Neijiang are key development areas:

- Panzhihua: Relying on the world's leading vanadium resources, it is positioned as a "resource   material" core base at front end of the industrial chain.

- Leshan: It has important chain main enterprises and has influence in fuel cell research and development, system integration and market application.

- Neijiang: The world's largest short-process vanadium electrolyte production line has been built, which is a key pole for the supply of materials.

      Meanwhile, the layout of Chengdu, Luzhou, Mianyang and other places in key materials and system integration has formed a development pattern of "asis on key points and overall coordination", which helps to enhance the overall resilience and competitiveness of the industrial development of the whole province.

      According to the plan, by 2027, the vanadium battery industry in Sichuan will achieve:

- Capacity scale-up: Electrolyte capacity of 200,000 cubic meters/year, system integration capacity exceeding 1GWh/year.

- Leading enterprises: Cultivate and strengthen more than three leading enterprises with industry-leading roles.

Industrial clustering: Build a leading vanadium battery industry base in China and form a vanadium titanium industry cluster with international influence.

      This series of goals not only points out the direction for the development of enterprises within the province, but also provides a clear expectation for technology, capital and talent to in this field.
